Who is required to submit a whitepaper under MiCA?
- Offerors
- Persons seeking admission to trading
- From 2028, operators of trading platforms, for assets they had already admitted by 2024, per MiCAR Article 143(2).
- Issuers
- Operators of trading platforms, in other cases not covered by MiCAR Article 143(2).

Is this an official EU or ESMA database?
How is this tracker different from the official database?
- If we detect that a whitepaper is deleted from the register, we keep the entry and mark it as "deleted", rather than erasing it from existence.
- If we identify MiCA whitepapers in the public domain that are not in the registry, we include them as well and mark them as not submitted.
- While the ESMA whitepaper registry is a collection of three distinct csv files on whitepapers, we merge all of them into one browsable table.
- We fix broken or incorrect links from the aforementioned csv files.
What information does the tracker provide?
- Issuer name and entity
- Asset type: E-Money Tokens (EMTs), Asset-Referenced Tokens (ARTs), or Other Crypto-Assets (OTHs)
- Publication date of the whitepaper
- ESMA registration status (if applicable)
- Link to the official whitepaper or regulator listing
